Available research testifies that person centred approaches are a decisive indicator of whether services for persons with disabilities have been able to shift their approach from an institution to a community based setting. The experience from the project New Paths to Inclusion 2009-2011 further revealed that Person Centred Planning is a complex innovation in disability services which requires significant changes to established organisational cultures and practices.

One of the core objectives of the New Paths to InclUsion Network is to support organisations providing services for persons with disabilities in embracing and implementing person centred and individualised support within their own organisational culture, structure and practice.

This work package is led by Julie Lunt in partnership with Nexus and three other organisations that have already undergone training in Person Centred Planning: Balance (Austria), APEMH (Luxembourg) and Leben mit Behinderung Hamburg (Germany).

These organisations have a special role in hosting an On-Site Sensing Programme which is being developed at the moment and will allow the organisations to test the implementation of person centred approaches within their own structure, culture and practices. The aim of this Sensing Programme is to find transformation and learning strategies for organisations that work and lead to sustainable change.

Each hosting organisation is beginning from a different starting point and is focusing on a different part of their organisation to initiate the change. These include residential services and workshop-based services. Common challenges at this stage include awareness-raising, stimulating interest and developing understanding of the need for change.
